Mark Owens received his B.A. from Wright State in 1978 and his J.D. from the University of Dayton School of Law in 1981. Mark was in private practice of law until 1986 when he became an assistant Montgomery County prosecutor. In 1991 Mark was appointed as the Clerk of the Dayton Municipal Courts. Mark is a member and past president of the Southeast Ohio Municipal Clerk Association and the Ohio Association of Municipal and County Clerk of Courts.  Mark  served on the Ohio Supreme Court Advisory Committee for the Criminal Sentence Committee and was a Member of the Supreme Court of Ohio Commission on the Rules of Practice and Procedure.

Mark has been active in the Montgomery County Democratic Party since 1982, becoming chairman in 2007. In 1985, he was named Democrat of the Year by the Montgomery County Democratic Party and in 2014 was named Large County Chairman of the Year by the Ohio Democratic Party. Mark is a past president of the Belmont, Eastmont, Hearthstone Neighborhood Association and a member and Past President of the St. Albert Catholic Church Parish Council.

Mark joined the Dean's Leadership Board in 2005. He enjoys meeting the students and helping further their education through the Leadership and Study Abroad Scholarships. Mark lives with his wife, Debra. They have two children and two grandchildren.
